3. The buyer sends ICPO
4. The final seller responds with FCO
5. The buyer performs MT799 as POF (proof of funds)
6. The final seller sends SPA (to open the SBLC)
7. The buyer opens SBLC (transferable, divisible, confirmed, and irrevocable)
8. The buyer and seller confirm SBLC
